擁有哲學及獸醫學（專長:動物福利）雙重學術背景，Jorg Luy是柏林應用倫理學及動物保護研究與諮詢中心（INSTET）創辦人及主任、柏林自由大學獸醫學院動物福利審查官（Animal Welfare Officer）；於2004至2013年任教於獸醫學院動物福利與行為研究所，擔任所長及教席（Junior professor）；並於2005至2011年，擔任德國柏林市動物實驗委員會委員。

Jorg Luy自1988年出版的博士論文——《動物倫理學之宰殺爭議》（The Question of Killing in Animal Ethics）一書開始，致力研究動物保護法規；他廣受各界邀請，就動物議題提供諮詢，曾應德國聯邦教育及研究部之邀，共同主持「動物實驗合理性之標準與限制」研究計畫；參與歐盟聯合成員國（擴及以色列及土耳其）相關機構共同成立之研究計畫，The DIALREL project，針對宗教祭祀，提供政治選項分析，鼓勵各界就政治敏感的宗教祭祀動物問題，進行建設性對話；他並協助歐洲獸醫聯盟（Federation of Veterinarians of Europe，FVE）訂定「歐洲行為準則」（European Code of Conduct）。

2003年，Jorg Luy因研究成果及捍衛動物免於恐懼、痛苦的努力與貢獻，獲頒Wilma von During博士研究獎殊榮。

Jorg Luy相關代表著作，包括：《宗教祭祀中之動物福利》（Tierschutz bei der religiosen Schlachtung / Animal Welfare at Religious Slaughter）、《論動物倫理學之生存權》（The question of a right to life in animal ethics）、《從倫理觀點探討農場動物體能表徵上健康失調問題》（Performance-related health disorders in farm animals--the ethical dimension）、《動物保護之倫理核心思維——動物保護倫理之為德國國家目標對立法機關之拘束力》（The ethical minimum of animal protection- one of the effects of the German national objective "Ethical Animal Protection" on the legislature）等。
