Mahatma Gandhi once wisely observed that “the greatness of a nation and its moral progress can be judged by the way its animals are treated.” Taiwan as a developed country, however, has treated stray animals with disrespect for the lives and ignorance of human nature. Because of some flaws of the Animal Protection Act, millions of stray animals have been euthanized over the past few decades. Unfortunately, the Taiwan government's dilatory response to the issue has triggered large-scale popular agitation.

With an aim to set stray animals free from such slaughter by supervising Animal Protection Act and the related legislations led by central or local government, Life Conservationist Association established “Animal Protection Administration Oversight Committee” (APAOC) on its twentieth anniversary in 2012. More importantly, APAOC provides a platform for different views of civil groups, scholars, local legislative delegations and citizens to reach consensus on animal protection issues and initiatives, which reveals animal protection movements have been becoming more comprehensive.

The article points out APAOC’s efforts and achievements on companion animals in recent two years; demonstrates three official reports of animals’ death in shelters, petitions from local legislative delegations who advocate animal protection, 14 animal protection conferences, and the establishing “Animal Protections Agency” which will belong to the central government; in the end, explains the importance of systematic and continuing supervision on governments.
